Safety HQ was founded in 1989 by sF77, COD310, Gassy Dog and Ribs Grow Back. These people built the safety castle on a giant floating space ring that somehow managed to sustain life forms and plants. The ring was originally a weapon, before it was shut down by a green space marine accompanied by holographic sexy blue chick. 

 

An alien band of rebels called "the covenant" destoyed safety castle and the founders of Safety HQ had no choice but to leave the floating space ring. They escaped the ring by hijacking a covenant space ship they found near the destroyed castle. When they got out, the founders traveled the galaxy in search of a new place to call home. When all hope seemed lost, they found earth. When they landed on earth, they were greeted by the friendly people of pen island. They welcomed the founders with open arms... and legs. After that, the founders built Safety HQ and continued to promote safety to the people of earth.
